Public Sector Procurement
Problem
A public sector client required a new public website because the old platform was outdated and posed a high security risk. The client needed assistance in drafting the public procurement’s statement of work and wanted to conduct a business analysis to ensure that the project scope and planned budget were realistic within market conditions. Beyond the functional description, the client also sought technical advice to stay abreast of best practices in modern web solutions.
Process
Working with the client, we mapped the current situation, described the functional needs, and grouped them into modules (epics). The client prioritized each module, and I assessed its complexity. As a result, we determined the ROI (Return on Investment) value for each module, which made it easy for the client to decide on the scope boundaries of the desired solution.
Outcome
As a result of the business analysis, a suitable statement of work document for the public procurement was prepared. Its content provided tender participants with a comprehensive overview of the expected functionality, requirements, and priorities. Thanks to the clear scope and balanced requirements, a sufficient number of bids were received for the tender, from which the client selected the most appropriate.
